If I planned to be totally unambiguous, I'd personally say one thing like "needs to be delivered right before ...". Alternatively, from time to time the ambiguity is irrelevant, regardless of which Conference ruled it, if a bottle of milk stated "Finest file used by August 10th", you couldn't get me to consume it on that day. TL;DR: It is ambiguous
